Peter R. Picarillo will lead business emergency
access efforts in the US as first ever CEAS Managing Director for
the Business Network of Emergency Resources, Inc.
New York, NY - Peter R. Picarillo, the former director
and founder of the Public-Private Initiatives group for the New
York City Office of Emergency Management (OEM) and a retired New
York City Police Sergeant has been named as the first ever Corporate
Emergency Access System (CEAS) Managing Director for the Business
Network of Emergency Resources, Inc. (BNet). In this capacity, Mr.
Picarillo will work to develop CEAS programs in states and cities
around the country in coordination with emergency management officials
and the business community.
CEAS is a public/private partnership that assists
local businesses in re-entering areas restricted to public access
due to emergency conditions by using State recognized access cards.
CEAS will allow these employees, if conditions permit, access to
company work sites to help sustain guardianship of the company until
"normal" local conditions resume. Presently the cities of Buffalo,
New York and Boston, Massachusetts have fully engaged CEAS programs.
New York City has signed a Memorandum of Understanding (MOU) to
implement the program and just recently completed a pilot program
with many of Wall Street's biggest companies. Other states including
New Jersey, Connecticut, and Rhode Island are in the development
phase. CEAS communities operate with the assistance of BNet, a not-for-profit
organization that develops joint emergency plans for businesses
with local and state emergency management officials throughout the
entire United States.
Peter brings twelve years of hands-on disaster response
and planning to BNet. While at OEM, he pioneered a program that
crafted initiatives to bridge the gap between the public and private
sectors in areas related to crisis management and business continuity.
He is responsible for several highly successful initiatives in information
sharing and operational participation between the public and private
sectors, including the introduction of CEAS to New York City. Peter
is a Certified Business Continuity Professional (CBCP) and currently
owns his own consulting firm.
