National Security Agency Can Be Used for Civilian Cybersecurity

At the National Symposium on Homeland Security and Defense, Homeland Security Secretary Janet Napolitano said a new agreement with the military will protect privacy and civil liberties, according to a report from ABC News.

The agreement allows Homeland Security to tap into NSA expertise on cybersecurity issues. Napolitano said the partnership is logical and necessary to make the most of both departments' resources and expertise.

"We're not going to have two NSAs, we're going to have one NSA that can appropriately be used for defense purposes but also appropriately used for civilian purposes," Napolitano said.

However, she did not elaborate on how the partnership will work and left without taking questions. Privacy groups believe that safeguards to defend citizens' rights must be put in place in light of the new agreement.
